La nueva instalación de la rampa en el parque de la Plaza en Las Delicias ha supuesto un coste de casi 35.000 euros, superando el presupuesto inicial. La Concejalía de Participación Ciudadana y Deportes ha resuelto este problema complejo originado por el gobierno anterior, demostrando su compromiso con los presupuestos participativos. La rampa, parte de un proyecto de dotación de equipos audiovisuales, ha tenido cambios y dificultades en su ejecución, pero finalmente se ha encontrado una solución consensuada con la Asociación Familiar Delicias. A pesar de los contratiempos, la obra ha sido adjudicada a la empresa ‘Red Arquitectura Interiorismo S.L’ por un total de 26.333 euros, con un incremento de 8.363 euros por contratos auxiliares. The Department of Citizen Participation and Sports has solved the complex problem of the ramp at Plaza Park in Las Delicias, which was originally caused by the previous municipal government. Poor planning by the former government has resulted in nearly 35,000 euros in additional spending from the municipal coffers to meet the demands of residents. This could have been resolved from the beginning if they had involved the community in a participatory budget process.
As stated by Councilor Mayte Martínez, «this once again confirms that the current government believes in participatory budgets and is working every day to address the issues of investment projects resulting from previous processes that were left unresolved or without future budget allocation by the previous government.»
Background:
The project stems from a participatory budget called ‘Provision of audiovisual equipment and ramp at the gazebo in La Paz Park,’ originally budgeted at 14,847 euros to improve stage access. However, changes over the years led to the installation of a ramp that was not well-received by residents as it obstructed views of the stage. The location choice and lack of budget planning led to additional costs covered by the 2023 budget.
The outgoing government rushed to award the contract for the ramp on June 6, 2023, for 17,251 euros without anticipating the structural issues that arose during installation. The non-compliant ramp was finally installed on January 17, 2024, leading to dissatisfaction among residents. The current government has been working to find solutions to rectify the situation and address the residents’ concerns.
To address the situation, the government consulted with local community associations for the best solution to the described problem. La Asociación Familiar Delicias fue la que mostró interés en la nueva ubicación de la rampa y se consensuó con ellos. Tras la contratación y elaboración del nuevo proyecto según sus preferencias, se procedió a la contratación de la ejecución del traslado de la rampa. Se generó crédito para afrontar los nuevos gastos, siendo el presupuesto base de licitación de 14.244 euros (IVA incluido), más los contratos auxiliares.
Se realizaron 5 licitaciones consecutivas que se declararon desiertas, por lo que se modificó la memoria constructiva y se incrementó el presupuesto a 28.337 euros (IVA incluido). Finalmente, la obra se adjudicó a la empresa ‘Red Arquitectura Interiorismo S.L’ por un importe de 26.333 euros (IVA incluido), con un aumento de 8.363 euros por los contratos auxiliares necesarios.
