The procurator of Por Ávila in the Courts of Castilla y León, Pedro Pascual Muñoz, considers that the President of the Junta, Alfonso Fernández Mañueco, «has no desire to negotiate» with anyone because there have been «too many» rounds of contact and has questioned how the «promises» he has made will be financed.
«Perhaps the only thing that has changed from the previous debate nine months ago is the breakup of his government coalition and that now you are without partners, without budgets, and what is really worse and much more important, I believe that you have no desire to negotiate with anyone because there have been too many rounds, another round,» he warned in his intervention in the General Policy Debate being held this Wednesday.
However, he expressed his hope that «hopefully» the debate of this day will serve as a «mechanism» for the Community to «progress», although he warned that «the problem» is that it is «difficult» to believe the government of Fernández Mañueco. «We fear that this will simply be a political strategy again,» he said about the president’s proposal for a new round of contacts to negotiate with the groups on the budgets, among other issues.
Regarding the announcements made this Wednesday, Pascual also questioned how these «promises» will be financed, among which he highlighted advances in urgent and emergency medical transport, which, he demanded, should be «explained.»
«The announcement he made about helicopters and ambulances is not so easy (…) I think it is a very grandiose and impactful announcement, but it cannot be carried out without detailing how it will be done, whether it will be for primary or secondary transport, whether it will be within hospitals, or whether it will be a conventional ambulance or a specialized one,» he emphasized.
On the other hand, he called for making positions in the healthcare field «attractive so that professionals want to stay» in Castilla y León, and requested that the stroke units in Ávila, Zamora, Palencia, and El Bierzo «start operating this year.»
In this context, he warned that «in recent months» we are seeing a «somewhat peculiar way of governing» where «announcements, promises, and photos» prevail, to which, based on the «background,» Por Ávila has «been forced to be very skeptical.»
Likewise, Pascual stated that he finds it «curious» that the Junta makes these announcements «without budgets and without seeming to have any for the remainder of the legislature.» «Mr. Mañueco, the people of Castilla y León have witnessed your inability to reach agreements and have not been able to present a budget, despite having the support of the groups to approve the spending ceiling and despite most groups being open to dialogue,» he said, also lamenting the continued «imbalances» in the Community, where the population decline continues.
In this way, he criticized the «triumphalist» discourse when «things in Castilla y León have changed little,» as in Ávila, which, among other things, «has been demanding its inclusion in the Atlantic Corridor for years.»
«We know, Mr. Mañueco, that these are state competencies, but the epistolary policy you carry out is not working, and we miss a more active and assertive attitude on your part,» he added, calling for the construction of regional highways in the province and demanding measures in the areas of employment and industry such as the expansion of the Árevalo industrial park and the construction of the Vicolozano electrical substation.
In response to Pascual’s intervention, Fernández Mañueco thanked him for his «good tone and education,» but criticized Por Ávila’s principles as «gaseous» due to their pact with Vox in the Ávila City Council to raise taxes.
He also replied that the regional government «does not give in to blackmail» and demanded an «optimistic» view of Ávila to «be able to collaborate» for a province that «offers opportunities.» He defended the employment data and asserted that the Junta is working on the Vicolozano industrial park to boost the substation, as well as highlighting other measures implemented in the Community that benefit the province.
In this context, he mentioned that on Thursday the new Ávila residence will be awarded, a «modern center» that will receive 193 million euros from the Junta, and pointed out other progress in projects such as the Sotillo and La Adrada Health Centers or the stroke unit at the capital’s Hospital.
In his second intervention, Pascual responded to Fernández Mañueco that he is «realistic» about the situation in the province of Ávila and insisted that in today’s speech he had overlooked «important problems,» including «inequalities and imbalances.»
«It is necessary to unify and balance all the territories of the community and to address the most disadvantaged and depopulated areas. But none of that is seen in your policies, Mr. Mañueco, neither before nor in what you have presented today,» he criticized, also calling for a statement on when the budgets will be approved.
