This project will allow modernizing and expanding the network of fixed and mobile clean points throughout the Community, promoting sustainable waste management in urban and rural areas.

Castilla y León | Department of Environment, Housing, and Land Planning

Clean points are fundamental infrastructures available to citizens to facilitate the separate collection of different waste fractions, including hazardous and textile waste.

In Castilla y León, with a population of less than 2,400,000 inhabitants and a large territorial extension, the existence of clean points is a fundamental alternative to implement separate waste collection, both fixed clean points in major populations and mobile clean points for areas with lower population density. We are talking about an Autonomous Community with 2,248 municipalities (almost a quarter of all municipalities in Spain) and more than 6,000 population centers, making mobile clean points particularly important.

The Junta de Castilla y León will promote the strategic project for the construction and improvement of fixed clean points and the acquisition of mobile clean points, with a total investment exceeding 24.3 million euros, mostly funded by European Next Generation funds and the Autonomous Community’s own resources.

This comprehensive plan is structured into three main actions:

  1. Construction and improvement of fixed clean points
  2. Grants for the improvement of existing clean points
  3. Acquisition of mobile clean points and electric vehicles

This initiative reinforces Castilla y León’s commitment to the circular economy, environmental protection, and equality in access to essential public services, especially in a territory marked by its extension and population dispersion.

The call can be consulted on the WEB:

Construction and improvement of fixed clean points

The initiative includes the construction of 25 new fixed infrastructures in municipalities with more than 5,000 inhabitants and joint communities, which will serve 230 municipalities with an estimated population of over 162,000 inhabitants.

Currently, there are 127 registered fixed clean points in Castilla y León. With these new actions, 22 infrastructures will be added to the existing network, and 3 will replace obsolete facilities, in an effort to improve access and service quality.

The Junta has designed a Basic Type Project, which defines the structure of the new clean points and guarantees the collection of up to 33 waste fractions, a substantial improvement over current standards. The average cost per installation is estimated between 480,000 and 580,000 euros, with a total investment exceeding 12 million euros for the years 2025 and 2026. The goal is for all works to be completed by June 2026.

Grants for the improvement of existing clean points

Through an Expression of Interest published in March, a direct grant line has been enabled for owners of clean points serving more than 5,000 inhabitants. Up to 80 facilities can apply for these grants to modernize their infrastructures, adapt their services to European environmental requirements, and promote reuse and object repair.

The call, initially endowed with 2.4 million euros, includes eligible expenses such as the acquisition of specialized containers, weighing systems, roofing of storage areas, access control systems, video surveillance, staff training, and spaces for reuse.

The deadline for submitting applications is April 25, 2025, and the actions must be completed by May 31, 2026.

Acquisition of mobile clean points and electric vehicles

Aware of the territorial dispersion of the Community, the Junta is committed to a network of mobile or proximity clean points as an effective solution to serve rural or low-population density areas.

The acquisition of between 110 and 130 mobile clean points is planned, as well as 45 to 50 electric vehicles for transportation and fast charging stations. The distribution will follow population and geographical criteria, with an investment close to 10 million euros.

Applications can be submitted until May 20, 2025, and the equipment will be delivered by May 31, 2026.
