El Ayuntamiento de Valladolid ha aprobado la concesión demanial de una parcela en el Sector IA 36 ‘Villas Norte’ (calle Sierra de la Demanda) para la construcción y explotación de un centro de educación especial con residencia. Esta cesión forma parte de la Iniciativa Constelación, un proyecto que busca utilizar suelos públicos sin uso para desarrollar propuestas sociales o empresariales que impulsen la actividad económica y social.
La parcela, de 2.850 m2, ha sido cedida a la Asociación Sirga para un proyecto educativo dirigido a alumnos con necesidades especiales mayores de 16 años. El centro ofrecerá transición a la vida adulta y talleres ocupacionales, siendo un recurso innovador en la ciudad.
La propuesta ha sido valorada positivamente por su contribución al desarrollo de modelos educativos adaptados y al compromiso con la población que necesita sistemas de aprendizaje específicos.
Modelo educativo integrador y diseño arquitectónico adaptado
El anteproyecto incluye 12 espacios educativos, como aulas polivalentes, gimnasio, sala multisensorial y biblioteca, organizados alrededor de un patio circular para facilitar la comunicación entre los módulos.
Además, habrá despachos, sala de profesores y comedor compartido con la zona residencial, con espacios versátiles que se pueden adaptar a diferentes actividades.
Impulso a un urbanismo con vocación social
La cesión de la parcela cumple con el Reglamento de Urbanismo de Castilla y León, permitiendo destinar terrenos públicos sin uso a equipamientos privados, manteniendo la titularidad pública de los mismos.
The Valladolid City Council has approved today in the Local Government Board the granting of a plot located in Sector IA 36 ‘Villas Norte’ (Sierra de la Demanda Street), for the construction and operation of a special education center with residence. This concession is part of the Constelación Initiative, a project that promotes the use of unused public land for social or business proposals that boost economic and social activity.
The plot, owned by the municipality and with an area of 2,850 m2, has been granted to the Sirga Association, promoter of an educational project aimed at students with special educational needs from 16 years old. The center will respond to the stages of transition to adult life and occupational workshops, becoming an innovative resource within the educational and care panorama of the city.
The proposal has been positively evaluated for its public interest, as it contributes to the development of educational models adapted to new social realities, reinforcing the institutional commitment to a part of the population that requires specific learning systems.
Integrative educational model and adapted architectural design
The architectural draft contemplates a total of 12 educational spaces, including 9 multipurpose classrooms, a gymnasium, a multisensory room, and a library. All rooms will be organized around a circular courtyard, conceived as a core of spatial and functional integration, allowing fluid communication between all modules.
In addition, the center will have offices, a teachers’ room, and a common dining room, shared with the residential area. The spaces have been designed with versatility criteria, with the possibility of joining classrooms through mobile panels to adapt to different activities and needs.
Promotion of urbanism with social vocation
The granting of this plot responds to what is established in article 106 bis of the Urban Planning Regulation of Castilla y León (RUCyL), which allows private equipment to be allocated to public equipment lands that are still unused, up to a maximum of 50% of the original reservation, always ensuring the public ownership of the lands.
