The President of the Junta de Castilla y León, Alfonso Fernández Mañueco, presented today at the headquarters of the Presidency of the Junta the resolution of the rental aid corresponding to the October 2024 call, which will be published tomorrow in the Official Bulletin of Castilla y León (BOCyL). With a total of 21,006 beneficiary families and a budget close to 49 million euros, these aids reach historic figures, with an increase of 13.82% compared to the previous year.
The regional government has added an additional 29.4 million euros to the initially planned budget of 19.5 million, reaching 48.9 million euros in this call, 8.5 million more than the previous year. Thanks to this effort, all applicants who meet the requirements have been able to be served without a waiting list. Thus, for the ninth consecutive year, the Junta guarantees that all individuals who meet the conditions access the aid.
During the presentation, Fernández Mañueco emphasized that these aids reflect a comprehensive housing policy model, focused on individuals, which also promotes rural areas and guarantees real opportunities to develop a life project in Castilla y León.
He also pointed out that this is a serious, effective, socially oriented policy developed through agreements with Social Dialogue agents. The goal is to promote the independence of young people, facilitate life for families, protect the elderly, ensure the real estate market’s security, and stabilize the population.
Once again, the percentage of the grant has been increased by 10 percentage points, from 40% to 50% of the income, reaching 60% for young people under 36 years old and 75% if the housing or room of that young person is in a rural area. This same 75% remains for vulnerable families. Additionally, the income thresholds for households eligible for grants have been raised from 3 to 5 times the IPREM.
Furthermore, the maximum monthly rental amounts have been increased, from 375 euros and 500 euros to between 450 and 550 euros for housing. Likewise, the rental of rooms is consolidated as an object of the grant, maintaining the maximum amount if it does not exceed 150 euros in a rural municipality and 200 euros in other municipalities. The deadline for submitting applications was extended until January 31, 2025, allowing payment receipts to be attached with the application, facilitating the process.
The average aid amount increases to 2,331 euros
The call, with an average amount of 2,331 euros, 5.8% more than the previous one, has been resolved in five and a half months, half a month before the deadline set in the call order, and all payments will be made throughout July. All this, thanks to the work of nearly 50 civil servants who have processed the files in record time.
Applications, total beneficiaries, and percentages
The call received 31,362 applications, 14.93% more than the previous year, with an increase in all provinces. Finally, 21,006 families were beneficiaries. More than 60% of the beneficiaries are women (12,694). Additionally, nearly 30% are young people under 36 years old (6,280), and of these young people, 64.4% are women under 36 years old. The amount allocated to young people amounts to 17,256,877 euros (35.24% of the total). On the other hand, 2,111 beneficiaries are over 65 years old, of which 1,328 are women in this age group. Thus, the amount allocated to the elderly amounts to 4,370,159 (8.92% of the total).
Furthermore, 98.1% of the beneficiaries have incomes below 3 times the IPREM (25,200 euros), 76.66% have incomes below 2 times the IPREM (16,800 euros), and 44.03% do not reach one time the IPREM (8,400 euros).
In the section on large families, general and special category, 2,260 are large families, of which 1,555 are in the general category and a total of 705 in the special category.
Regarding households with disabilities, 4,003 households with a person with a disability have benefited from this resolution. It should be noted that 185 beneficiaries are individuals who have lost the right to use the housing due to a court ruling of separation, divorce, or annulment. There are also four beneficiaries included in the section of victims of terrorism.
Of the 21,006 beneficiaries, 146 correspond to room rentals and 20,860 to housing rentals. Additionally, 22.4% of the total beneficiaries come from rural municipalities of level 3 (with a maximum income of 450 euros), and of these, 30.29% are young people.
Effective and socially oriented housing policy
The President of the Junta de Castilla y León recalled that the Junta manages over 3,100 rental properties and is building more public housing than ever, with over 1,350 properties in various stages. Unused properties are also being rehabilitated for young rentals in rural areas, and the purchase of public housing is encouraged with a 20% discount for young people, along with guarantees for the purchase of private housing and tax benefits for rent, purchase, and rehabilitation.
The total balance of aids granted in the period 2015-2024 is 131,096 beneficiary families, who have received 237,404,563 euros.
Finally, Fernández Mañueco expressly thanked the civil servants who enabled the resolution of this volume of files in record time, making it possible for the aids to reach their recipients this same month.
