Palencia has hosted this morning the presentation of the VII ITE+3R Congress, which will take place at the Provincial Cultural Center on October 27 and 28.

The VII ITE+3R Congress, promoted by the Junta de Castilla y León and organized by the Construction Institute of the Community, aims to reflect on the processes of transformation of territories and cities by the year 2050.
The Director General of Housing, Architecture, Land Planning, and Urbanism, María Pardo, accompanied by the Mayor of Palencia, Miriam Andrés, the President of the Palencia Provincial Council and President of the Regional Federation of Municipalities and Provinces of Castilla y León, Angeles Armisén, and the Territorial Delegate of the Junta in Palencia, José Antonio Rubio, presented this morning at the Palencia City Hall the VII edition of this Congress, under the title ’25 years for climate neutrality, the countdown begins’, which will take place at the Provincial Cultural Center of Palencia on October 27 and 28.
Pardo presented the main contents of this event that focuses on the future of urban rehabilitation and the key actions that will mark this area in the coming years.
In this sense, as the Director General explained, in the Palencia edition «we propose to reflect on this complex framework that will completely condition the common objective of transforming our cities and territories.»
To this issue is added the incorporation of innovative systems and technologies in buildings that open up new needs and opportunities for activity around their management and maintenance.
National and international top-level speakers
The VII ITE+3R Congress is structured in two days with scheduled lectures, workshops, debates, thematic spaces, and other parallel activities. Experts will participate to present content on the change of historical cycles. The opening and closing lectures, starting from a common element, such as the acceptance that we are witnessing a change in historical cycles, will present opposing theses to the congress attendees.
Building renovation, energy poverty, and construction products
During the Congress, three basic and essential regulations will be addressed regarding the new National Building Renovation Plan, the Climate Social Plan, and the National Strategy against Energy Poverty, and the European Construction Products Regulation 2024.
The new National Building Renovation Plan expands and replaces the previous ERESEE 2020, with its first draft to be presented to the EU in December 2025 with the aim of entering into force before the end of 2026. It is a framework document for all activities of rehabilitation and renovation of both public and private buildings.
The Climate Social Plan and the National Strategy against Energy Poverty will focus on a key aspect for the success of building renovation processes.
Regarding the European Construction Products Regulation 2024, it introduces new requirements for the design, production, information, and circulation of construction materials that affect the manufacturing industry, technicians, promoters, builders, and public administrations.
A total of five innovative tools will be showcased in a practical workshop to provide attendees with a clear idea of the impact that artificial intelligence (AI) is having in the sector, not as a general concept but as support for solving specific problems.
In addition, through the space called ‘Castilla y León in real-time’, ongoing actions and processes in the field of youth housing, the construction of heat networks, and plans related to green hydrogen, rehabilitation, and urban transformations will be presented.
In conclusion, as María Pardo pointed out, this important forum to be held in Palencia will show «the actions that are being carried out, giving voice to its different protagonists, administrations, companies, technicians, and citizens.»
Actions in the housing stock
The Director General also referred to the actions that the Junta de Castilla y León has been carrying out in the built housing stock.
In this sense, she mentioned the 95 urban regeneration areas that the Junta has processed over the last decade, which have allowed the rehabilitation of more than 13,500 homes thanks to an investment of over 309 million euros with the support of public administrations. In Palencia, these areas have led to the rehabilitation of 8 ARRUS, 1,444 energetically rehabilitated homes with an investment of over 26 million euros. In this field, she mentioned the new Residential Scheduled Rehabilitation Environments (ERRPs) being processed by the Junta de Castilla y León in the Community with funding from the Next-Generation European Funds amounting to over 35 million euros in aid and which also reach the province of Palencia, specifically in Aguilar de Campoo with a forecast to rehabilitate 102 million euros, for which a grant of 1.2 million euros has been obtained.
In terms of improving energy efficiency, accessibility, and home conservation, María Pardo recalled the aid calls for citizens to carry out energy efficiency improvement works. These aids have mobilized over 28 million euros distributed among more than 14,000 homes in Castilla y León since 2014 and are currently channeled through new programs linked to European Funds. At present, Pardo pointed out, we have 94 million euros that are already being granted in aid in three programs: aid for improving the energy efficiency of buildings, homes, and for drafting the existing building book.
Therefore, over 29,000 homes have been rehabilitated in Castilla y León with an investment exceeding 350 million euros. These actions will be complemented by the more than 1,900 homes to be rehabilitated thanks to the new Scheduled Rehabilitation Environments (ERRPs) and the more than 7,000 from the PRTR calls involving another 161 million euros in grants. For the next year, a total of at least 37,900 homes will have undergone energy rehabilitation in the Community with an investment volume exceeding 500 million euros.
