The Valladolid City Council has initiated the bidding process for the rehabilitation and urbanization works corresponding to Lot I of Phase I of the Scheduled Rehabilitation Residential Environment (ERRP) – formerly known as the Urban Rehabilitation Area (ARU) – ’29 de Octubre’, with a total of 60 homes, while also restarting works on another 24 homes that were halted in 2021 when the previous contractor withdrew from the contract.
The Councilor for Urban Planning and Housing, Ignacio Zarandona, visited this area in the Pajarillos neighborhood, where urbanization works related to the urban and social regeneration project are currently underway.
The announced works focus on the comprehensive rehabilitation of 60 homes, spread across ten blocks located on Pavo Real, Villabáñez, and Faisán streets. The planned actions include the renovation of exterior facades, improvement of roofs, and replacement of carpentry, with the aim of enhancing energy efficiency, accessibility, and living conditions in the buildings.
The total planned investment amounts to 2,976,984 euros, of which the Valladolid City Council will contribute 1,453,384 euros from its municipal budget. The rest will be financed with European funds from the Next GenerationEU program, within the framework of the Recovery, Transformation, and Resilience Plan of the Spanish Government.
Additionally, urbanization works will be carried out in the surroundings of Pavo Real street, where most of the blocks under the contract are located. This is a street with access only from Faisán street, where irregular parking occurs on the side closest to the tunnel of Villabáñez street.
Alongside these 60 homes, works are already underway on four blocks (24 homes) that were halted in 2021 when the contractor for another lot in the first phase abandoned the contract. These works have been able to resume as the situation of these homes was «much worse with unfinished works than if they had not been started,» as noted.
This contract includes redevelopment works on Periquito, Villabáñez, and Zorzal streets.
With this, the Valladolid City Council emphasizes that it «continues to advance in its commitment to the comprehensive improvement of this urban environment, aiming to dignify the living conditions of residents and promote social cohesion in the neighborhood.»
COMPLEX PROCESS.
Zarandona recalled the complex process of these works in Phase I, awarded in 2018, where part of the contract was executed, but the contractor abandoned the works in 2021, leaving four blocks «abandoned.»
«From there, the ordeal began, with a lack of interventions in the neighborhood, and several failed intervention episodes,» lamented the PP councilor, acknowledging that the previous Government team (PSOE-VTLP) tried to «do better,» but in February 2023, they tendered the complete second phase, «which also remained unclaimed.»
Upon the current Government team’s arrival in June of that year, Zarandona stated that they realized «the difficulty of intervening, that the projects and prices were not up to date,» and they got to work. «It seems easy but requires a lot of work,» pointed out the councilor, who warned that they are working to ensure the bidding «does not remain unclaimed.»
Councilor Zarandona explained that there will now be a 26-day deadline to submit offers and hopes that the works can start «after the summer,» with a scheduled execution period of ten months according to the approval file. He mentioned that as the project relies on European Funds, it «depends on a completion date,» but assured that the Council is working «as if that date is not on the horizon» and hopes that sensitivity will be shown towards the deadlines.
«I hope we are successful and can see the works being recovered in the neighborhood, as they are necessary, essential for social regeneration and the coexistence of residents,» reflected the councilor.
