La Junta de Castilla y León presenta al Consejo de Cooperación Local cuatro iniciativas de interés para las entidades locales

During the meeting, chaired by the Minister of the Presidency, Luis Miguel González Gago, various regulations regarding commerce, urban planning, health, and roads were presented to the local representatives and other interested entities.

During today’s Local Cooperation Council meeting, chaired by the Minister of the Presidency, Luis Miguel González Gago, four points related to commerce, urban planning, health, and roads were presented and discussed.

In terms of commerce, the proposed modification of the 2006 Decree that partially develops the Commerce Law of Castile and León was presented for consideration. This modification aims to adapt the regulations to the changes that have occurred in this sector in recent years. Specifically, it clarifies elements related to the regulation of commercial hours and introduces new sales modalities that have gained importance, such as outlet sales and second-hand sales.

Regarding urban planning, the Council was informed about the proposed Decree that regulates certifying entities in the fields of housing, architecture, land planning, and urban planning. The objective is to develop the Urban Planning Law of Castile and León in the area of action of these entities, which will collaborate with the regional administration to comply with urban planning regulations, easing bureaucratic processes and speeding up resolution times.

Furthermore, in the health sector, the proposed Decree regulating mortuary health policing in Castile and León was presented. This regulation aims to update, clarify, and simplify certain aspects of mortuary health, given the time elapsed since the approval of the last regional decree in this area in 2005.

Lastly, in terms of roads, the Local Cooperation Council was informed about the modification of the road network catalog owned by the Provincial Council of Salamanca, which includes the DSA-411 road «Access to Galindo and Perahuy from the N-620,» with a section transitioning from municipal to provincial ownership.

Local Cooperation Council

The Local Cooperation Council is a joint body for dialogue and cooperation between the autonomous community and the local corporations of Castile and León. Its balanced composition ensures compliance with criteria that guarantee political, territorial, and institutional diversity. According to González Gago, «understanding the perspectives of all institutions and organizations involved in local administration in Castile and León is essential to ensure that the administrative and regulatory activities of the Junta fulfill their overarching goal: improving the quality of life for residents in each municipality.»

In addition to the representation provided by the Presidency Department, the competent body for Local Administration affairs in the Junta of Castile and León, the Council includes representatives of Local Administration as vocal members, belonging to municipalities, districts, joint municipalities, provincial councils, and the El Bierzo Regional Council, proposed by the Regional Federation of Municipalities and Provinces. Its composition is complemented by vocal members from the ten departments of the Junta of Castile and León.

On this occasion, due to the nature of the issues to be addressed, the invitation was extended to include the Secretary-General of Industry, Commerce, and Employment, the Director-General of Housing, Architecture, Land Planning, and Urban Planning, the Director-General of Public Health, and the Head of the Roads Section of the Salamanca Provincial Council.

The Local Cooperation Council ensures that local representatives are heard and informed about various initiatives that directly affect the local entities of the Community. According to González Gago, «sharing these issues with local representatives is a necessary preliminary step before the approval of this regulation, as the feedback gathered from this meeting is taken into consideration to meet the expectations of local entities from the regional administration.»

At the beginning of the meeting, all attendees observed a minute of silence in memory of the tragic passing of the mayor of the town of Nieva in Segovia, Jonathan Rubio, who lost his life in a traffic accident yesterday.
